In this case, you have to provide lap splices for column's lateral reinforcement please refer to ACI-318 2005 Item No. 7.10 page No. 87 for more details.... or check any latest version of ACI code. Thanks1 point -

Some workshops are going on throughout Pakistan by Naveed Anwar from AIT namely "Performance Based Design of Tall Structures" They provide Hands-on training. Recently in April 2018 workshop was conducted in NEDUET. I think it recently occurred in NUST as well in October 2018. I would recommend you to attend this workshop whenever it is going to held in future for detailed information1 point -

Yes, it is possible. The clear spacing between rebars should be as per guidelines of rebar-placement in columns. In order for rebars to transfer the tensile forces to concrete, they should have the development length with respect to the top of beam/slab on both sides, above and below.1 point
