    yes, in this case most of lateral load carrying by shear wall, so your beam column have lesser lateral forces, thats why the reinforcement has decreased in these members

    this deflection shows in Etabs is global deflection, this will increase due to axial and lateral deformation of the members globally, if you check deflection individuallly with respect to each floor value than u will find the same deflection

    You cannot provide fix support under wall. You have to provide spring soil modulus under the raft. Increase area of foundation and thickness of raft under the shear wall to reduce the bearing capacity values
